O. N. E. Regional Advisory Group Minutes - December 9, 2003 

Attending: Ann Creaven, Health; Brian Carroll, NCUHS; Laura Dolgin, NEKLS; Bonnie Nash, PATH; Trevor Colby, NEKCA; Rick Geisel, Turning Points; Tom Pristow, SRS; and Lew Shattuck, ONECP.

A. Meeting was Called to Order, 12:09 and there was a vote to approve the Minutes of the Nov. 18, Meeting

B. Financial Reports were not available but the consensus from the Coordinator and Fiscal Agent, NEKLS, is that finances are tracking the budget.

C. AHS Reorganization
1. Reviewed and discussed the ‘Dear Charlie’ Strategies for the Themes developed at Lake Morey. A report is due from the Partnerships on Feb. 1. Several of the AHS departments will be sending their comments direct to the Commissioners. Tom stated that the strategies and scenarios as drafted tend to be the end product and as soon as they get to the legislature they will move fast. He added that we should attempt to get the local press to publicize the ‘Dear Charlie’s’.

Other comments included that ONE has the highest rate of AHS services utilization than any other part of the State. It was recommend that the State reissue the strategies on the Likert scale from 1 to 5, ‘Most Favored’ to ‘Least Favored’ so that the issues and solutions can be quantified. It was also the opinion of several that the ‘Dear Charlie’s’ were not written in a manner to elicit a response from the clients because they are in the language of bureaucrats.

It was agreed that Lew and Tom would meet and determine if a method might be developed to obtain more ONCP response to the strategies.

2. Report on State Advisory Group Meeting #3, Dec. 8, L. Shattuck. As a result of feedback from the Partnerships, there will be two additional ‘Dear Charlie’s’: Coordination between Dept. Of Education and AHS and another on Transportation.

D. Reviewed Dec. 1, ONECP monthly meeting-Bonnie Nash, Facilitator, with 26 in attendance.

E. Reviewed Plans for Jan 14, Community Issues Forum , “Adopting a Healthy Lifestyle” Church of God, 6 pm Supper and 7 pm Panel discussion with Jim Davis Moderator and Ann Creaven, Facilitator.

F. Review tentative plans for Feb. 2, meeting with Dave Yacavone, Fin. and Admin. AHS, on ‘Outcomes Based Budgeting’; Global Campuses Foundation, assisting adults with disabilities worldwide to develop and operate campus environments providing further and higher education experiences to enhance their lives, 15 Min., recommended by Laura Dolgin, NEKLS and Women’s Resource Network, Anna Christoni, Community Health Worker, No. Country Hospital, previously schedule for Dec. 1. Brian Carroll, NCUHS, Facilitator.

G. Reviewed Future ONECP meetings and Facilitators: Feb. Brian Carroll, Mar. 1, Jim Davis; April 5, Eric Erwin; May 3, Joanne Fedele; June 7, Rick Geisel.

H. Future ONERAG Meeting Scheduled: Jan. 13 (changed to I. Jan. 20); Feb. 10, Mar. 9, April 13, May 11 and June 8.

Next Meeting: Jan. 20, 12 to 2. Agenda: Review meetings and final discussion on ‘Dear Charlie’s’.
