O. N. E. Regional Advisory Group Minutes - November 18, 2003 

Attending: Ann Creaven, Health; Brian Carroll, NCUHS; Bill Crenshaw, NEKLS; Jim Davis, IROC; Eric Erwin, ENSU; Joanne Fedele; NCMC; Betty LeRoy, NEVAAA Consumer; Tom Pristow, SRS; Sandy Sloan, NEVAAA; Rod Weston, ESNU and Lew Shattuck, ONECP.

A. Called to Order at 12:05 and the Minutes of the Oct. 14, Meeting were approved.

B . Reviewed Financial Report and there were no significant changes from the budget. It was reported that future funding of the Regional Partnerships, RP, will be from AHS and not the Annie E. Casey Foundation as in the past. The RP’s will enter a 6-month contract Jan. 1 through June 30 and then renew a 12-month contract so that it will be in concert with the State fiscal year (7/1/04 – 6/30/05). Contract amount, specific deliverables and coordination activities are still to be determined. AHS would like to work with the 12 Partnerships to support the development of local strategic plans to “turn the curve” on specific indicators that need addressing at both the local and statewide level. Details will be presented at the Dec. 5, State Team meeting by Dave Yacavone, Chief of Finance and Admin., AHS.

Tom concurred with this approach, stating it was in line with the original plans for the RP’s back in 1995-96. ONE will review the Community Profiles which will be the ‘driver’ of the ONECP with working groups formed, as in the case of the Teen Pregnancy Committee. ONECP will review indicators that are not doing well and then set up a Partnership driven process for presentation to the ONECP members based on the Community Profiles.
When asked what this approach had to do with the reorganization, Tom indicated that they were two separate issues. The Agency will be realigned around the State Outcomes and the Youth Risk Behavior Survey results with programming designed around the weak areas. The original RP concept drifted away from the intention of more State direction.

C . AHS Reorganization:
The Stakeholder Meeting at Lake Morey was reviewed and critiqued as well at the10 Themes and Action Steps.
Lew reported on the first meeting of State Advisory Group, SAG, Nov. 3, and the ‘Tell Charlie’ approach to matching strategies with the main themes. Tom provided background on meetings that the Secretary, Commissioners, Directors and Deputies are holding in December. He believes there are three questions for the Secretary to address: What do you want to do? How to do it? What is the input that is needed for this change?

When asked for the next steps, Lew recommended that the ONERAG members respond to the information on the AHS web page and the ‘Tell Charlie’ position papers. (Charlie has since asked for a response to these papers from each Regional Partnership by Feb. 1.)

Jim asked for the role of the non-profits in the reorg. such as the hospitals and the Indoor Recreation of Orleans County? Tom responded that there is an effort not to make the reorganization an ‘AHS thing’ but stick to the issues that remain such as truancy, drugs, etc. It was recommended that AHS propose a ‘game plan’ and the Partnerships will respond to it.

One member expressed regrets that the Secretary’s summary of the ONE Stakeholder meeting of Oct. 2, did not reflect the reports of the 12 Teams. Others said that the State does not encourage ‘local’ control and input and that community groups like this need to fight for the community; the whole reorganization effort has lacked statewide publicity and public relations that should have happened if they really wanted widespread ‘input’. Tom’s response to this constructive criticism was to ‘Tell Charlie’.

D . Reviewed Nov. 3, ONECP monthly meeting-Trevor Colby, Facilitator and 33 attending.

E . Plans for Dec. 1, ONECP Meeting-Brian Carroll, Facilitator
1. Presentations on the Reorganization and the ‘Tell Charlie’ position papers; VT Campaign to End Childhood Hunger, Dorigen Keeney, MS RD, 40 Min., 20-minute video on impact of hunger and importance of programs followed by 20-minute discussion; Women’s Programs at No. Country Medical Center and a review of the Youth Initiated Grant, Phase III, by members of the ONE Youth Council.

F . The January meeting will be held at the Church of God on the 14th, 6pm supper, 7pm meeting the 2nd ONECP Community Forum on the issue of “Guidelines for a Healthy Life Style through Nutrition, Exercise and Weight Control” featuring a panel with representatives from Health, IROC, Hospital and a doctor. Facilitator will be Ann.

G . Reviewed Future ONECP meetings: Feb. 2 and Facilitators.

H . Next ONERAG Meeting will be Dec. 9, PATH, for TWO HOURS 12-2pm to allow time on the Agenda for more discussion on the Reorganization and the ‘Tell Charlie’ narrative options to the 10 Themes.
