N. E. Regional Advisory Group Minutes - September 9, 2003

A. Meeting Called to Order at 12:01,
and the Minutes of the Aug. 12, meeting of the Steering Com. were approved.
B. Review Financial Reports of ONE Community Partnership
1. Financial Reports as prepared
by fiscal agent, NEK Learning Services, were reviewed. Lew explained that
all categories of income and expense were tracking along budget expectations.
2. Lew indicated that AHS has allocated $1,000 to each of the 12 Regional
Partnerships for Reorganization expenses, principally for the Oct. 2,
Stakeholder meeting, and this amount would not cover expenses if we had
a representative turnout for the Oct. 2, meeting. He reported that would
include meeting rental space ($203 at NUCHS), cost for meals ($5.50 per
person with a target of 200=$1,100), supplies and promotion (Est., at
$500 for a total of around $1,805. (It was suggest that Lew look into
using the NECI, culinary arts student for the food.) However, David Yacavone,
AHS Director of Administration, had said at the State Team meeting on
Aug. 1, if a Partnership goes over budget, he will find the money either
through other Partnerships or elsewhere. Lew was asked if that commitment
was in writing and he responded in the negative.
C. Review Sept. 8, Community
Partnership Meeting, Bonnie Nash, Facilitator, 31 attending. AHS Reorganization-Suzanne
Santarcangelo, Update from ONE AHS Policy Exec., Lew Shattuck, Oct. 2,
ONE Stakeholders Meetings and Keys to Success, Trevor Colby, discussion
on information sought in provider survey and the issues from the members
of ONECP.
D. AHS Reorganization, (cont’d)—Lew
reviewed the following subjects and checklist covering the Stakeholder
meeting, Regional Advisory Groups and Statewide Conference:
1. Selection of the Regional Advisory Groups; Roles and Responsibilities.
Tom asked each ONERAG member to review the Roles & Responsibilities
as distributed; selection of designee and alternate for State Advisory
Group—Lew Shattuck selected with Brian Carroll the alternate. Another
alternate sought from the consumer reps.
2. Review of the Oct. 2, ONE Stakeholders Meeting And Needs for a Successful
meeting-Tasks, Deadlines and Who? The Agenda, Initiations—Tom recommended
that all the AHS District Directors send a copy of the flyer to all their
clients and it was agreed, Follow-up on Invitations, Special targets:
consumers, legislators, law enforcement, court, town officials (refer
to constituency list), Discussion Leaders, Bill McMaster, UVM Ext., will
help recruit Discussion Leaders and Scribes—the following will assist
with Scribes: Health 2 or 3; PATH, 2; SRS, 2; NEVAAA, 2; NEKCA, 2; NCRH,
one maybe 3; NCUHS, 2; OENSU, 2; for total of about 15-16; Registration-Becky
Curtis and Tracy Priest, NEKLS have volunteered so far; g. Budget: see
B. 2.
3. Statewide Conference-Oct. 28-29, Lake Morey.
a. Meeting of ONERAG-between
Oct. 2 and Oct. 28 for selection of ONE State Team of 15, AHS-5, consumers-5,
and 5 other-educators., PCC, Coordinator, etc. and select a Chair
b. Overnight paid if over 1.5 hours to L. Morey; otherwise $85
c. At Conference the ONE Team will be split up for discussions so members
will have to distill their own message from three to 20 findings/recs.
at Oct. 2, to relay to the groups.
F. Coordinator’s Report
1. Health Outreach-new grant Sept. 1, for $10,000
2. Youth Initiated Grants-$5,000 remaining for Phase III, ends Dec. 31
3. Progress Report on ONECP Web Site: geared up for Oct. 2 and reorg.
G. Scheduled Community Partnership
Meetings and Facilitators: Oct. 6 or Nov. 5, Trevor Colby
H. Future Steering Committees Scheduled:
